Director, Payroll Operations

This position is responsible for leading and enhancing the Network Payroll functions and coordinating with the Human Resources team. Provides oversight of network payroll functions to evaluate and determine new programming and innovative systems for automation and efficiency.

Responsibilities:


  • Create network procedures for the preparation, filing and deposit of federal, state and local payroll taxes and also the IRS and NYS quarterly and annual reports and tax forms
  • Oversee the functionality of the Kronos timekeeping systems and assist with network standardization/upgrade project for integration to ERP as needed
  • Assist with periodic accounting functions, including journal entries and time entry processes, and is responsible for general use and maintenance of all Payroll functions within the ERP system.
  • Understand and interpret all payroll cycles and deadlines to ensure accurate and timely processing of information and delivery of pay. Manage the workflow for bi-weekly payroll, liaise with Human Resources and Finance staff to ensure timely and accurate execution of the various payroll cycles including time and attendance integration, retroactive pay processes, approval of direct deposit transmission, integration with general ledger, reconciliation and payment of taxes and remittance of garnishments and other deductions (e.g., union dues) and translate accurately to standardized processing throughout WMCHealth.
  • Interpret and maintain compliance with federal, state and local tax laws and regulations. Interpret and apply internal policies and the provisions of several collective bargaining agreements as they relate to payroll.
  • Ensure that proper internal controls and review procedures are in place for all payment transactions including check payments and direct deposit. Ensure all payments comply with federal, state and local regulations.
  • Manage staff who receive, analyze and input payroll data throughout the WMCHealth network
  • Ensure that the appropriate training is provided to end-users regarding payroll processing and time entry
  • Will be required to cross train staff to ensure operational readiness.
  • Lead testing of Payroll functions for upgrades to system. Assist with maintenance and continued improvements post go-live.

Qualifications/Requirements:

Experience:

Seven (7) to ten (10) years of experience with a focus on payroll implementations and standardization of systems, experience with ADP a must



Education:

Bachelor’s Degree required; Master’s Degree preferred
