The HR Manager is a competent and trusted advisor to senior management and all local staff, carefully balancing the need to simultaneously advocate for employees and the organization. She/He is able to effectively manage ethics, compensation and employee relations issues, and is willing to escalate any non-compliant, or ethically questionable activities beyond local management. She/He is responsible for all HR functions in the country, and partners with the Regional HR Business Partner (HRBP) to ensure that HR policies and practices are in line with Nigeria labor laws as well as TechnoServe policies and philosophies.
Primary Functions & Responsibilities:
HR Management & Administration
Manage human resources functions for TechnoServe Nigeria ensuring communication and enforcement of HR policies and procedures
Manage, train, and evaluate additional HR / admin staff, as applicable
Serve as a trusted confidant to the Country Director (CD), and other local senior managers, helping them to proactively solve local HR matters while simultaneously interpreting HR policies to fit local context
Continually develop and maintain the local Employee Handbook, in collaboration with the HRBP
Ensure that all employment contracts are compliant with local laws.
Fully participate in TechnoServe’s HR Community of Practice, providing solutions and lessons learned throughout the organization
Network with HR Managers in other similar organizations to keep on top of country-specific trends.
Compensation & Benefits
Work with the HRBP to evaluate salary data and salary scales and adhere to TechnoServe compensation guidelines; and roll out salary scales in collaboration with the HRBP
Manage all aspects of existing local benefit plans, including vendor management and invoicing
Together with the Finance Controller, manage payroll, including regularly ensuring compliance with local labor laws and tax regulations
Manage leave administration.
Employee Relations
Support with local ethics and conflict-of-interest investigations
Develop and implement disciplinary actions, in collaboration with the HRBP
Identify and develop a working relationship with local legal counsel.
Recruitment & Onboarding
Help the Country Director with staffing plans, aligned to key projects and deliverables
Develop a local talent management plan including recruiting protocols, a sourcing strategy and a searchable database of potential candidates including managing all local recruitment, while partnering with HQ HR on international hires
Manage all aspects of hiring new staff including contract templates, required paperwork and new hire orientations
Manage all aspects of HQ HRIS protocols including timely and accurate entries; secure storage of other personnel information / files required by local laws
Supervise work authorization issues related to international staff assigned to the country office.
Performance Management
Lead the annual performance review process to provide training and ensure evaluations are completed in a professional and timely manner
Conduct exit interviews with departing staff
Manage all staff exits, including severance, if applicable, and other exit payments and releases
Partner with HQ-HR professional development initiatives and programs.
Basic Qualifications:
Bachelor’s degree with 7 years of Human Resources experience, or Master's degree with 5 years of HR experience in positions of increasing responsibility.
Demonstrated comprehensive knowledge of local labor laws and compliance issues as well as familiarity with state and local regulations
Proven ability to serve as a trusted advisor, providing business leaders with professional, accurate, and timely support, able to diagnose complex employment and organizational matters and develop relevant and balanced recommendations
Proven ability to manage complex and highly confidential investigations into employee relations issues including harassment, sexual harassment, and abuse
