Human Resources Consultant at The Accountability Lab Nigeria

The Accountability Lab (AL) Nigeria makes governance work for the Nigerian people through supporting active citizens, responsible leaders and accountable institutions. To strengthen its human resources systems, the AL Nigeria seeks a qualified HR Consultant to provide technical support in organizational design, staff performance management, compensation review, and policy alignment. The Consultant will work closely with the Country Director to ensure HR structures meet current standards in the NGO/CSO sector and enable staff to deliver measurable value.
Objectives
The main objective of this consultancy is to review, update, and strengthen AL Nigeria’s HR systems, policies, and structures to ensure efficiency, compliance, and alignment with organizational goals and sector best practices.
Scope of Work/ Key Responsibilities
	Review and validate AL Nigeria organogram/staffing structure with clear roles and reporting lines, and recommend adjustments to improve efficiency;
Review and develop job descriptions to ensure alignment with roles and responsibilities;
Design KPI and performance appraisal framework for all staff that demonstrates value-add and links to AL Nigeria vision and mission;
Lead salary grade and benefits review;
Conduct benchmarking against comparable NGOs/CSOs in Abuja;
Update framework for job levels and salary ranges;
Review and update AL Nigeria Staff Handbook;
Work with staff to implement handbook changes;
Make HR policy recommendations (aligned to Nigerian Labour Law and CSO practice);
Identify staff skills gaps and propose staff development interventions in practical ways;
Recommend workplace culture, well-being, and retention measures;
Provide quarterly progress reports to the Country Director;
Produce a final report with evaluation-based findings and actionable recommendations;
Strategic advisory role to the Country Director on HR and organizational development.
Deliverables
	Updated organogram and staffing structure recommendations;
Revised and approved job descriptions;
KPI and performance appraisal framework;
Salary benchmarking report and salary grade framework;
Updated and implemented Staff Handbook;
HR policy recommendations report;
Staff development and engagement plan;
Quarterly progress reports;
Final report summarizing HR gaps, evaluation findings, and sustainability measures.
Duration and Level of Effort (LOE)
	Duration: 12 months (October 2025 – September 2026);
Expected Level of Effort: Approximately 5–7 days per month, with flexibility depending on task requirements;
The consultant will be engaged on a part-time basis but must be available for in-person meetings when required.
Qualifications
	Minimum of 7 years of progressive HR experience, with at least 3 years proven in the NGO/CSO sector;
Demonstrated experience in HR consultancy for NGOs/CSOs, including compensation frameworks, job descriptions, and policy development;
Strong knowledge of Nigerian labour laws and HR compliance requirements;
Proven track record in organizational development, including salary scale reviews and staffing structure design, and performance management;
Strong analytical skills, attention to detail, and ability to meet deadlines;
Excellent interpersonal and communication skills, with professionalism;
Commitment to Accountability Lab’s values and code of conduct, with strict confidentiality on all information obtained during the assignment.
Reporting and Supervision
The Consultant will report directly to the Country Director, AL Nigeria, and work in coordination with senior management.
