National Consultant – Review and Development of Nigeria’s Health Financing Policy at UNICEF

UNICEF’s Nigeria country programme:

Aims to accelerate the realization of the rights of all children and women to survival, development, protection and participation.
Promotes efforts to reduce infant, child and maternal mortality; expand access to quality basic education; and strengthen social and child protection systems.
Uses a rights-based and gender-sensitive approach
Plays a catalytic role in supporting federal, state and local governments in identifying key bottlenecks that hinder realization of the rights of disadvantaged children, supported by equity-focused, inclusive advocacy, planning, action and monitoring at all levels.
Supports adolescent development.Scope Of Work:

The consultant will work closely with the FMoH&SW, HF-TWG, and the Steering Committee to coordinate and provide technical input across the following phases:

Preparation & Scoping – Develop inception report, detailed workplan, map existing financing policies/reforms, support Steering Committee setup.
Situational Analysis – Lead review and analysis of reforms, map financing flows, and identify policy gaps.
Stakeholder Engagement – Design and implement consultation methodology, conduct key informant interviews and FGDs, compile stakeholder needs report.
Evidence Synthesis – Compile/analyse health financing data (e.g., NHIA enrolment, BHCPF performance) and benchmark with global best practices.
Strategy Revision & Drafting – Draft assigned sections of revised Policy, integrate findings from consultations and evidence reviews.
Validation & Endorsement – Support validation workshops and integrate feedback.
Costing & Resource Mobilization – Collaborate with costing consultant to provide inputs and identify funding opportunities.
Implementation Planning & Capacity Strengthening – Define institutional roles and develop a capacity-building roadmap.
Dissemination & Engagement – Prepare communication materials, support launch events.
Monitoring & Learning – Contribute to the development of an M&E framework and adaptive learning tools

To qualify as an advocate for every child you will have…

Minimum Requirements:

An Advanced degree in Health Financing, Economics, Public Health, Health Policy, or related field.
Over 10 years of experience in health systems strengthening and health financing reform.
Proven experience with domestic resource mobilization strategies (Global Fund, USAID, Gates-funded programmes).
Strong engagement record with Federal and State governments, development partners, and civil society.
Expertise in evidence use for policy, political economy, and fiscal space analysis.
Familiarity with Nigeria’s PHC, NHIA, and BHCPF structures.
Proven ability to lead multi-stakeholder processes and produce high-quality policy documents
