National Consultant- To Support the Implementation of the National Drug Distribution Guideline (NDDG) for states and Develop a Framework for Operationalisation of Central Medical Store at UNICEF

The objective of the consultancy is to support the DFDS to review and finalize the framework on NDDG which is a crucial document in the health supply chain system, and to ensure smooth running of operations are put in place. The framework for the operationalization of the central medical stores will articulate the governance system for the management.
Scope of Work:
He/she will work with relevant officers of the Department of Food and Drugs Services and stakeholders to review and finalize the National Drug Distribution Guidelines (NDDG) through the outlined processes:
Desk Review the draft version 2.0 of the NDDG
.Support DFDS to organize a workshop for the review of the draft NDDG
Harvest final stakeholders’ input
Determine how the central warehouses will function effectively as hubs of distribution excellence for each state.
Consolidation of stakeholders for finalization of the document.
Review and validate final draft of Document for final approval.
Assess the organizational capacity of DFDS/FMOH staff using standardized tools.
Build capacity of DFDS/FMoH staff
Responsibilities include
Conduct in depth desk review of the 2016 NDDG and come up with a draft
Prepare these agenda for the two times 5 days’ workshop
Facilitate Stakeholder engagement workshop to Review the draft NDDG
Using information gathered from the workshop and package the report to come up with the NDDG.
Develop a comprehensive report on the activity and implementation plan.

To qualify as an advocate for every child you will have…
Minimum requirements
A bachelor’s degree in pharmacy (B. Pharm) with 15 years post qualification
Advanced degree in public health Pharmacy or a related field or Professional certification in supply chain.
A minimum of 10 years’ experience in warehouse management and distribution
A minimum of Five (5) years’ experience in conducting organizational review and development of frameworks, SOPs, guidelines and policies.
Working in both the private and public space is an added advantage
Proficiency in development of distribution matrix and route plans
Thorough knowledge and proven experience in programme evaluation
Deep understanding of the Supply Chain programming in Sub-Saharan Africa
Strong interpersonal skills and the ability to communicate and work well with diverse people.
Excellent English writing skills.
Knowledgeable in PPP arrangement
Ability to meet tight deadlines and to work effectively under pressure, including in a multi-cultural environment.
